Bruce calls it monitoring.
Jason calls it a leash.
Tim calls it a bad idea approximately twelve minutes before Red Hood finds the first tracker and sends him a photo of it drowned in diner cola.
Assigned to keep Jason Todd from escalating a weapons-trafficking case into a body count, Tim expects resistance. He expects threats, broken surveillance equipment, encrypted insults, and Jason being exactly as infuriating as every report says he is.
He does not expect Jason to be careful with scared kids. He does not expect Jason to trust him with dead drops, safehouses, and secrets Bruce does not get to know. He definitely does not expect to end up in Jason’s lap at five in the morning, grinding against him while case files slide off the couch.
When a corrupt Gotham councilman puts a bounty on Red Hood and targets Tim as his handler, the case turns into a trap built around everything Jason is afraid to want and everything Tim is too tired to hide.
Jason Todd does not need a leash.
Tim Drake might need to stop pretending he only follows him for the case.

Dick took a step back.
And then another one.
His hands came up— not defensively, not exactly, not in the way they came up in the field when there was something to defend against. This was something different. Scared. Something not trained, reaching further back than Bruce Wayne's training and the specific language of bodies that were weapons. Something that came from the animal part, the part that was not a superhero but just a person, and the animal part was doing something that Wally did not immediately have a name for.

"C.C Haly was warned about Gotham. In a city ridden with crime, you must keep an eye on your things. If it weren’t for one of Gotham’s characters breaking out of its feared asylum and wreaking havoc on the city, the circus would have kept a better eye on their equipment. As it stands, Haly is now staring at the empty spot the trapeze equipment is supposed to be in, feeling bewildered and annoyed. Who has any use for trapeze equipment outside the circus? Better yet, how had no one seen the large platforms being moved out of the tent?"

When the trapeze equipment is inexplicably stolen the day before the first performance of Haly’s Circus in Gotham, the members rush to build a makeshift setup that is fairly stable, albeit lower to the ground than it usually is. Therefore, when Zucco sabotages the gear, John and Mary Grayson don’t make an orphan out of their son.
