When Danny loses everyone he loves and will love in one day, he can only think of going to Clockwork. Danny soon finds out he has to be the new Ghost King. Clockwork tells him he could have a whole lifetime to prepare himself to ascend the throne.
Clockwork was as cryptic as ever and they are both dumbassess, so there is a misunderstanding. Danny gets a whole lifetime to prepare himself, but didn't understand he would LITERALLY get a whole lifetime.
And thus, he gets reincarnated as Daniel Al Ghul, Heir to the Demon and twin brother to Damian Al Ghul

Jack and Maddie are hypothetically around as fully insane ghosts who specifically want to hunt and destroy Danny. -

Is it running from your problems if your problems consider you to be a dead imprint of consciousness that killed their son? Yes, but Danny tries not to think about how his nightmares of his parents trying to kill him came true when they found out he was Phantom.
After being on the run from his parents and the government for a couple of months, moving from town to town, Danny ends up in Gotham City and decides to risk staying in Batman's territory. He'd take the wrath of Batman over live vivisection via beloved parents or being studied and torn apart by the government. Besides, he's not a meta. Being dead is a medical condition.

And trying to take the Joker out but double edged swords will cut you both just the same.
I'm sure he'll be fine. Maybe this is how we get him into the Batcave! -

The Bats discover the GIW and are.. not pleased.
The GIW begins taking their plans to ensure continuing permission to do their nonsense, to the next stage.
Talking publicaly about ecto-radiation/contamination. No mention its naturally occuring AND biological. And Amity gets more pressed as their liminality grows stronger.
