Secret Agent Aizawa had no patience for agents that acted like they were Secret Agent All Might. With normal agents, it got people killed, caused unnecessary collateral damage, and ruined years of careful covert work.
He had high hope for this new batch of recruits though, they were driven, professional, and not likely to reach for their gun and shoot their way out of a situation.
At least without a good reason.
OR: Despite being personally recruited by the master spy All Might(who had a penchant for showiness), Izuku swears that he's a good spy!! He follows all the rules, really, and he's even earned Eraserhead's approval! It's absolutely not his fault that all his missions seem to go completely off the rails!!!

Taking center stage was never her intention, so it helps to hang around superheroes who draw the spotlight. Unfortunately, that just means she's always in the middle of things anyway.

Kyria Lux, who wants to divert the Apocalypse, is Orion, the SHIELD agent turned Avenger, and also secretly Morningstar, the nephilim daughter of Lucifer. She saves the special children of Azazel at Cold Oak which stops Dean from making a deal, destroys the Colt after closing a Hellgate and killing Azazel. She becomes the Head of a secret Supernatural Department, creates a government sanctioned hunting network, takes Bela's contract as hers which makes her a non-demonic witch and has her as her PA. Kyria also meets Chuck Shurley, narrowly avoids dying by Raphael thanks to Gabriel and changes the Supernatural books by having Eleanor Visyak editing them. After the attack on the Helicarrier has her fighting the Hulk and winning and saving Phil, she officially joins the Avengers and saves New York, uses the Tesseract to save Tony which frees Lilith and sends of Loki with Gabriel for therapy. Kyria dreams of Heaven, meets Joshua and finds out God left for Earth, Heaven arranged the creation of the True Vessels and set up the Apocalypse. She gets informed that Dean has an Amazon daughter, Emma, stops them from killing Dean and gets an Amazon army for NINJAT. Later on during the Convergence she goes with Thor, takes the Aether from Jane and kills Malekith and saves Asgard from the Dark Elves only to become Earth's Ruler and Ambassador. Phil calls her, she helps Melinda May, creates a new identity named Dawn Morrow who becomes the Department Head of NINJAT and connects it with Morningstar. Henry arrives, she kills Abaddon, the Hell Knight, with Lucifer's Archangel Sword which is adorned with Famine's ring and they open the Bunker of the Men of Letters. She officially meets Phil's team qnd stabilises Skye at Phil's behest and uses a spell that works like Facial Fidelius Charm to have people see her as Dawn Morrow, the Morningstar, and not Kyria Lux, the superhero Orion. They go on to the Guest House, save Skye using the GH-325 and she detonates the facility for security. She hunts down the Horseman Pestilence, gets his ring and goes on to find War all the while dodging mercenaries left and right. Then she is called to help Prometheus and his family, kills the Wicked Witch and meets Dorothy. Zeus is killed by Artemis and Lily joins Dorothy to Oz. She gets War's ring while unknowingly infiltrating a HYDRA base and saves the Winter Soldier in the process. She then uses a mix of interdimensional energy, colloquially alien lightning, and essentially electricity to hack into SHIELD for information, gets Bucky into her safe house to help him remember and takes him then to Tony only to find someone tried to kill Fury. JARVIS, Charlie and Ash find out out that something infiltrated SHIELD, the two go to an old military base, find out HYDRA lives thanks to Zola, get themselves almost blown up and go to the University Emma and Jo attend to lay low. She, Tony, Charlie, Ash, JARVIS inform Steve, Nat and Sam of the situation and they plan to take down HYDRA. The next day the field team and Hill kidnap Sitwell and take him to Fury. They and a team of Amazons take down HYDRA while the tech team comp through the SHIELD serves and chose what to download into the Internet while Bela joins Victoria Hand in filtering out HYDRA. After the fall of SHIELD, Dawn gets ambushed by three Angels which lands herself in the past and saves Peggy Carter and Elliot Crane, a phoenix, with past Gabriel's help. Fury appoints Phil as director of what's left of SHIELD. NINJAT splits from it and renames themselves LEGION while thinking Kyria is laying low until Bucky informs Bela that she is missing. Meanwhile Gabriel, knowing that his niece is safe, collects Anna, Balthazar and Castiel and then sends Kyria to an alternative reality with Peggy, where they are actors, to save them from Fate. While Kyria is dealing with LEGION at the Hub renamed Archangel headquarters, Gabriel sends Bucky, Bela and Victoria of to TV land therapy. She later on feels Skye turning to stone, goes to help her and saves Antoine Triplett from certain death.

Summary

This is an AU where the second years got fed up with being hurt, looked down on, abused etc. So, they started a (definitely illegal) organization called A.R.E.S. meant to take down and kill people like those who had hurt them. (Racists, bullies, abusers, etc.). They step in where others wouldn't or won't, they do for others what they wished someone would have done for them. They keep this a secret from everyone close to them.
